Video services have the option to set a custom offline image for the player using an image URL. You can find the configuration option for this setting in Configure -> Features -> Offline Image URL: Specify the URL to a custom offline image URL.
The resolution for the image should scale to fit the player, but the aspect ratio is important as that should match the aspect ratio of the player at 16:9 or 4:3.
